In the United States, identity and employment authorization is verified with Form I-9.  For employees who are U.S. citizens, this is a relatively easy task. However, the task becomes more challenging with international workers.  The Department of Homeland Security through the U.S. Citizenship and Immigration Services handles employment eligibility matters in such cases.

A completed Form I-9 is only one document needed for verifying the identity of international workers and being I-9 compliant.  Such employees must also furnish acceptable documents that support the claims made on an I-9.  If these forms are not in proper order, customs enforcement will send employees back at arrival in the US. 

Even if a future international employee is already in the US, the Social Security Administration will under current law not issue social security cards to anybody who has not gone through the I-9 compliance process. If you need the international employee because you could not find a citizen to fill the job, this could become a serious problem.
